And a stone of stumbling, and a rock of offence, even to them which stumble at the word, being disobedient: whereunto also they were appointed.

One Bible Commentary on 1 Peter 2: 8
1

Rom 9:30-32 “What shall we say then? That the Gentiles, which followed not after righteousness, have attained to righteousness, even the righteousness which is of faith. But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness. Wherefore? Because they sought it not by faith, ***but as it were*** by the works of the law. For they stumbled at that stumblingstone;”

The Pharisees did not really seek righteousness by the works of the law, but only **as it were** by the works of the law. They feigned as though, i.e. pretended as though, they sought righteousness by the works of the law. Yet in reality they did not seek righteousness at all but counted on their descent from Abraham to save them apart from all righteousness, as John the Baptist’s warning to the Pharisees shows.

Mat 3:7-10 “But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come? {8} Bring forth therefore fruits meet for repentance: And think not to say within yourselves, We have Abraham to our father: for I say unto you, that God is able of these stones to raise up children unto Abraham. And now also the ax is laid unto the root of the trees: therefore every tree which bringeth not forth good fruit is hewn down, and cast into the fire.”

They stumbled at the stumbling stone, because they chose to continue to beleive that they would inherit salvation by being children of Abraham, and refused to submit to John’s baptism and be born again believing in him who John preached as coming, the Messiah, which of course John later revealed to be Jesus. They stumbled at the word, being disobedient, as also many modern Pharisees today, who say that baptism is not needed. They count on some vague notion of their own rather than what Scripture teaches. Especially Calvinists, who count on their belief in inherited sin to save them, just as the Pharisees counted on inheritance from Abraham to save them.
