James Pooser: I believe what this verse is not telling us that we should stay where we are born instead it is telling us that God had it all planned out- the domain of every nations on earth. The saying that he who fails to plan plans to fail is applicable in that God is a God of order and He does not fail in what He plans although we may think that He did fail. Example in the rebellion of the devil and the seemingly the devil’s winning the souls of men.But that is just our perceptions of events-our God is in control and He knows what He is doing…and quite meticulous too in his planning and doing-imagine not a sparrow falling in the ground without His Will and knowledge. We cannot put Him in our pocket nor limit Him-God is Great and His mercy endures forever!

Psalm 90:12 says: “So teach us to number our days that we may apply our hearts unto wisdom”. I think God wants us to realize that we are finite. I don’t think that this means God had assigned a day when our number is up. I don’t think he needs to micromanage us like that. His primary goal for us is that we be conformed to the image of Jesus (Romans 8:29). He will use whatever means he can to achieve this in our lives but we chose where we will live, who we will marry and often the sin, heroic act, exposure to disease or anything else that kills us. Death was never part of his plan.
