Buried with him in baptism, wherein also ye are risen with him through the faith of the operation of God, who hath raised him from the dead.

There is a real spiritual resurrection that the Holy Spirit accomplished inside water baptism, so that it is very wrong to say that water baptism is a mere sign. Also, it is very wrong to baptize infants, for what the Spirit of God does inside water baptism, it is here asserted, he does only for those who receive it by faith. And it is added here “faith in the operation of God” referring back to the previous verse, the circumcision made without hands in the heart which is the cutting off of sins. The meaning is that when a believer in Christ is baptized believing also in the promise attached to baptism, that is that in their baptism the Spirit will perform this operation of cutting off their sins, then the Spirit indeed does perform the operation, that is, cuts off their sins and resurrects them spiritually. But when one is baptized either without faith in Christ or without faith in the promise attached to baptism (that is, faith in the operation that God has promised to perform therein) then their baptism amounts to nothing but a worthless bath.
