3 Bible Commentaries on Daniel 10: 15
Daniel indeed was mourning, but the verse 3 doesn’t say that he didn’t take any food. It only says that he didn’t have any pleasent food like meat or wine.
According to verse 8, there remained no stenghth in Daniel on account of the vision he had.
It is rather difficult to fix, in 10:1-21, who speaks with Daniel; the similitude of man in the vision or the angel Gabriel who was sent to explain the vision.

Daniel being in the state of mourning for his people without food for 21 days had become very weak in mind and body.He could have been anticipating and gripped with fear that further misery for his people might come out from the mouth of Gabriel.A sense of guilt for his people overcome him in front of his highly revered Angel that he dare not look unto the later that further made him unable to speak.
