1)The writer of Hebrews tells in the previous verse that the Holy Spirit testifies for the things discussed in the preceding verses.He uses the quotation of Jer.31:31-34 once more,partly this time,to conclude that the finality of the sacrificial work of Jesus Christ has come into pass & there is no need to offer any kind of sacrifices for atonement hereafter.
2)The writer makes some minor changes.Compare Heb.10:16 with Heb.8:10.

“I will put my laws into their mind.” !”I will put my laws into their hearts”
“and write them in their hearts.” !”and in their minds will I write them”
Jer.31:33:” I will put my law in their inward parts & write it in their hearts.”
3)Jeremiah has prophesied about the change of heart & mind in the New Covenant.When a person is born again,transformation of heart takes place.
2 Cor.5:17.Because of the endowment of the power of the Holy Spirit,a believer is able to walk in newness of life & to witness for the glory of God.Read Acts 1:8;Luke 24:48;Eph.4:24.
4)The problem of man is in the heart.Jer.17:9;Mark 7;21-23;Gal.5:19-21.
5)Because of the work of the Holy Spirit in human heart,the fruit of the Spirit(Love,joy,peace,long suffering,gentleness,goodness,faith,meekness &
temperance)is produced.Read Gal.5:22,23.
6)The prophecies of the New Covenant were fulfilled in Jesus Christ as it was inaugurated by His death & resurrection.
7)We can read the testimony of Paul in Acts 22:3-21.When we make a decision to live for Christ forsaking the sinful life,God works from inside & transforms the heart & mind.
