Then verily the first covenant had also ordinances of divine service, and a worldly sanctuary.

There are two Covenants mentioned in Hebrews 9.(i)First Covenant or Old Covenant (ii)Second Covenant or New Covenant.The two Covenants are compared& contrasted.
The First Covenant was made by God with the people of Israel when they were in the wilderness of Sinai after the deliverance from the bondage of Egypt.(Read Jer.31:31-35)It has two aspects.(i)Ordinances of divine service (ii)Earthly sanctuary.The instructions for making the tabernacle and for performing the service in it were clearly given to Moses by God.The sanctuary is briefly described in verses 2-5.It was made with hands and was a shadow of the heavenly one.The details of the ordinances of divine service are mentioned in verses 6-10.
Jesus Christ is the mediator of the New Covenant.The significance of the two Covenants is that they are ratified by the blood.(Lev.17:11;Heb.9:22).The salient features of the New Covenant are explained comparing with the old Covenant in this Chapter.
The writer of this Epistle argues that the New Covenant is better than the Old Covenant because of the greater and more perfect tabernacle(8:11)and because of the better sacrifice and service offered in the tabernacle.
