God is saying to the nation of Israel in the Northern Kingdom, and by implication to His body, the Church, that He will always be loyal, loving, and faithful as a husband should be to His wife.
The nation of Israel had been unfaithful. Yet, God continued to perform His headship over them with deepest love and fullest devotion.
The unfaithfulness of Gomer to Hosea parallels the unfaithfulness of the nation of Israel to God. The faithfulness of Hosea to Gomer parallels the faithfulness of God to the nation of Israel.
God is always faithful to His body, the Church. He is in a permanent, irrevocable union with each believer in salvation through the LORD Jesus Christ. God lives inside each believer. He cannot deny Himself. So, He is faithful when we are faithless (2 Tim. 2:13).
God punished the nation of Israel. This had to do with the perfect character of God. God’s perfect Goodness for violating His Divine laws demanded punishment. God’s Justice carried it out.
And, so it is with each member of His body, the Church. When a believer is unfaithful and fails to ask for forgiveness or repent God’s perfect Goodness demands punishment. His justice carries it out. Whom the LORD loves He chastens and scourges every son whom he receives (Heb. 12:6). But, if we confess our sins, He is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness (1 John 1:9).
God loves you. He wants a close personal connection with every believer. He wants every believer who has been unfaithful to return to Him.
