The word decree used here means the court judgment.
In the Law of Moses, we find the provision of local judges. Generally, a town or a village
Council met at the gate that used to be public place. Various issues were resolved in these councils. The judges were to pass judgments that are just and that no partiality or favor was to be done. It was to be ensured that no injustice is done to the poor, weak and downtrodden people that have no social standing or support. (Exodus 23:6; Deut. 16:18-21).
In chapter 22, Eliphaz accuses Job that he had rendered injustice to the poor and oppressed the downtrodden (VV. 6-9). He therefore advised Job to get reconciled with God, (v.21) and if he does that his decree in the village council public court would be upheld and honored (v.28). Job refutes the accusations in chapter 29:7-17, 21-25; 31:21.
So Job 22:28 and also 29 and 30, speak about the upholding of decrees that would be passed by Job.
