Christ is speaking here. This is after he has been resurrected. He has just suddenly appeared to the assembled group who are frightened by his sudden appearing and think they are seeing a ghost.
Here he tells them to touch him to feel for themselves that he has a body and is not a ghost. In the subsequent verses he further proves to them that he has a body by eating fish and honeycomb.
