And he put forth his hand, and touched him, saying, I will: be thou clean. And immediately the leprosy departed from him.

One Bible Commentary on Luke 5: 13

1)The element of faith was in the leper but he had doubt in his heart whether Jesus would heal him or not.So he said,”Lord,if thou wilt, thou canst make me clean”v12.Jesus was willing to make him clean.Jesus said in John 6:37 that he would in no wise cast out who came to him.
2)You can note that all the Synoptic Gospels used the word”immediately” while describing this incident.Jesus has demonstrated his power over sickness. The healing was instantaneous.Nothing is impossible with Jesus.
3)We can see from the Gospel records that Jesus has employed different methods of healing of the sickness of the people. The miracles of Jesus were not stereotyped. In this case,He “touched” & “spoke” the word. There is power in His “touch” & in His “word”.
4)The cleansing of the leper is clear evidence that Jesus is the Messiah.
Luke 7:22;See Is.61:1-3.
5)”Cleansing of the leper ” symbolizes the “New Birth” in Christ.
