Because they met not the children of Israel with bread and with water, but hired Balaam against them, that he should curse them: howbeit our God turned the curse into a blessing.

1. Further reading indicates not ALL foreigners were to be excluded
a. You shall not abhor an Edomite, for he is your brother. You shall not abhor an Egyptian, because you were an alien in his land (Deut 23:7)
2. So this was not a “race issue” but an issue based on treatment of Israel by others
a. I will bless those who bless you, and I will curse him who curses you; and in you all the families of the earth shall be blessed (Gen 12:3)
