Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me.

2 Bible Commentaries on Psalms 23: 4
2

A shepherd has two things with him:A rod and a staff. A rod is not that heavy or weighty. It is used to guide and lead the sheep, to get them in right path, if one goes astray. The staff is big and heavy. It is meant to hit enemies like wolves etc. Thus it is for the protection of the sheep against the enemies. If the shepherd uses the staff to lead the sheep, its blow may be too severe for the sheep to bear. When the sheep sees the rod and the staff in the hands of the shepherd, it feels ensured of the leading and also the security against the possible attacks of the enemies. The sheep is thus comforted. It is better to see the whole picture, rather than to try to see what exactly is typified separately say by a rode or a staff.
