Paul is writing to the Romans. He states in verse 5 , “among all the Gentiles”. Then Paul immediately says in verse 6,”among whom you also are the called of Jesus Christ.” I take this to mean he is referring to the Romans as being among the Gentiles and being Gentiles saved by God’s grace. It is widely known that Paul was a missionary not to the Jews, but to the Gentiles (non-Jews) of the world. He is including the Gentile world in heirship of God’s love, forgivenss and grace. Though they weren’t among the chosen Jews, they now stand on equal ground with a calling from God through Jesus Christ. Yes, there were Jews in Rome as early as 200 years before Christ as evidenced by writings, and buildings there. So it is not like Rome was 100% Gentile. There was definitely a presence of Jews in Rome just before and around the time of Christ as evidence by several Jewish catacombs that date to this period. But back to Romans 1:6, I think Paul is naming the Roman believers among the Gentiles.
