Romans 13:3 “For rulers are not a terror to good works, but to the evil.” Like the king that forbade prayer in Daniel. Or like Obama. Or the Roman Emperors who persecuted pacifist Christians rather than warmongering Catholics. Clearly rulers ARE sometimes (often) a terror to good works.
