It is interesting to notice that the greek word here for sword (machaira) was a short dagger which wasn’t used in war. If Paul had ment that the authorities had a right to punish evil in war, he would have used another word than machaira. Rather, machaira was a tool for order, a police equipment which was used when Roman soldiers accompanied tax collectors.
