God has the right to establish the terms of dishing out his mercy, and Paul will proceed to show what terms God has established, namely foreseen faith.

Rom. 9:15 “For He says to Moses, “I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.”
This verse is NOT saying GOD has individually chosen people for heaven or hell UNCONDITIONALLY; hell, hell, hell, hell, hell, heaven. Hell, hell, hell, hell, hell, heaven… “Hitler? Heaven! C.S Lewis? Hell, I’ll have mercy on whom I have mercy!”
What this verse IS saying is that GOD has established HIS CONDITIONS for Salvation; HIS condition is FAITH on the Lord Jesus Christ.
Rom. 9:31 “…but that Israel who pursued a law that would lead to righteousness did not succeed in reaching that law. Why? Because they did not pursue it by FAITH, but as though it were by WORKS. They stumbled over the stumbling stone,”
Galatians 3:7-9
“Therefore, be sure that it is those who are of FAITH who are sons of Abraham. The Scripture, foreseeing that God would justify the Gentiles by FAITH, preached the gospel beforehand to Abraham, saying, “All the nations will be blessed in you.” So then those who are of FAITH are blessed with Abraham, the believer.”
Afterall, God does want MERCY for all people, but His CONDITIONS are fixed
Rom. 11:32-33
“For God has shut up ALL in disobedience so that He may show MERCY to ALL. Oh, the depth of the riches both of the wisdom and knowledge of God! How unsearchable are His judgments and unfathomable His ways!
