One Bible Commentary on Romans 9: 21

To make the unbelievers of either lump (Jews or Gentiles) into vessels of dishonor and yet also make the believers of the same lump into vessels of honor. God does not, as Paul’s Jewish opponents supposed, have to save all the Jews and damn all the Gentiles, but God reserves the right to save some and damn some from both “lumps,” saving those who believe out of both and damning those who do not believe out of both.
